  • Michigan roads are a disaster, communities are scrambling to fund roads.
    • Canton Township siphons $10 million then asks taxpayers for 20 year millage increase!  Canton Road Improvement Program [Canton RIP].
    • Farmington Hills – ~50 miles of road in extremely poor condition, cost $275 per $100,000 of taxable value raising approximately $9,272,000 in the first year. Farmington Hills, MI – Local Road Improvements (Your Tax Dollars at Work!)
    • Northville – ~46.5% roads in poor condition, 0.9787-mill tax to raise $3.05 million with a cost of $137 per year for a 10 year total or $1370.00 each.
    • Many communities including Garden City, Woodhaven, Clinton Township, Brighton, and Cohoctah Township, etc. can’t count on MDOT either!
    • Governor Snyder signs $1.3B supplemental budget bill (December 28, 2018) on his way out the door (html). Governor-elect Gretchen Whitmer called the plan “Fiscally Irresponsible” and isn’t the only one seriously concerned. The supplemental budget diverts new online sales tax revenue to MDOT Road Repairs instead of K-12 schools. The accompanying bill reduced the percentage of income tax collections devoted to the School Aid Fund so that the new online sales tax revenue, which was supposed to be an increase for schools, was simply a wash. The codependent MDOT Folly has simply been enabled further.
    • The funds allocated to Michigan Non-Commercial Airports are used by a special group of people, just barely 0.14% of the Michigan population, paid for by the other 99.86% or over 9.95 million other taxpayers, that don’t fly, that could care less about Non-Commercial airports, and just want schools and neighborhoods safe from lead and chemical contamination and poisoning along with better roads. The funding for Non-Commercial airports does not really have a true public purpose. Non-Commercial airstrips are only used by a special group for the use of their personal aircraft. This is very much like golf courses which are not funded by the State of Michigan, but should be paid for by people that golf.
  • MDOT continues to  knowingly remain silent (acquiesce) ignoring the indisputable medical, scientific, and technological problems of lead poisoning while disregarding the Health, Safety, and Welfare of babies, young children, students, families, nursing and pregnant mothers, retired and elderly at the many local assisted care living and
    rehabilitation facilities, our most vulnerable populations, of the toxic effects of lead pollution from 100LL aviation fuel used by aircraft, and helicopters at Plymouth-Canton Mettetal 1d2 airstrip further contributing to the sum of “Community Health MalpracticeNegligence”. This all while preserving dubious MDOT budgets even attempting to increase their many blatant Non-Commercial Hobby, Sport, Recreational spending fiascos at the expense of the Health, Safety, and Welfare of the Michigan’s vulnerable populations.
  • MDOT Scams and consistent pattern of negative actions cost Michigan Taxpayers Millions of Dollars!
    • MDOT is a retirement home for Special Interests and Industry Lobbyists!
    • MDOT Michigan Aviation System Plan (MASP) 2017 Scam is made of rampant phony statistics, false classifications, and excessively bloated budgets!
    • Pilot Shortage Task Group Scam, wastes money and has nothing to do with or have any ROI for a captive audience of Taxpayers and the State of Michigan!
    • One Michigan airport, is home to NO planes OR hangars (html) (html) [MDOT] [Facebook] [Wikipedia] [9C8], has five airports within 30 miles, is said to be “significant to national air transportation”, has fewer than 2,000 people living locally, but over a five (5) year period, the airport requested $1,072,884 in federal entitlements, $93,936 in federal apportionment, $89,553 from the state, and $534,678 from the local government. The nearly $1.7 million requested is more than the $1.6 million the airport has received from those sources since getting local, State, and Federal handouts starting back in 2000. Sounds very similar to the complete waste of taxpayer dollars at Canton Plymouth Mettetal 1d2!

The current (04-23-2019) 2019 Michigan Airport Directory, Airport Manager Fixed Base Operators – for the State of Michigan (pdf) still shows “Email: manager@mettetalairport.com”. Here is local copy of the original (pdf) file so that when MDOT does change the file and try to cover their tracks there is an original. Even the Aircraft Owners and Pilots Association (AOPA) listing for Michigan DOT – Office of Aeronautics at 1D2 – AOPA Airports (html) shows “manager@mettetalairport.com” as of 04-23-2019. The bottom line is that the State of Michigan or MDOT – the Michigan Department of Transportation have NEVER owned mettetal.com or mettetalairport.com period. Another pathetic trick against the community and coverup in progress.

MDOT Spending is Really Bad, Just How Bad Is It?

The State of Michigan voted in a new Governor that wants to just  “Fix the Damn Roads” but will be immediately faced with a $908 million dollar funding shortfall. Michigan might certainly be the pothole capital of the United States as MDOT let the roads get so bad, but the cost to fix them is really worse than most people realize or can even imagine.

The Southeast Michigan Council of Governments (SEMCOG), which is a regional planning partnership of governmental units serving 4.7 million people in the seven-county region of Southeast Michigan, reports in Michigan’s Road Spending: How do we stack up? [Part 1] [pdf] [Part 2] dated August 17, 2018 that points out:

  • In 2017 20%, and in 2018 only 19% of Southeast Michigan’s roads were in good condition, and getting worse without any true investment in required infrastructure!
  • In 2015, Michigan spent $370 per person on roads. That figure was last in the nation.
  • Nationally, state and local governments spent an average of $536 per person on roads.
  • Illinois, Indiana, Minnesota, Ohio, Pennsylvania, and Wisconsin averaged $660 per person on roads.
  • Michigan has consistently been ranked near the bottom of the list when looking at per capita expenditures for roads dating back to 1992. The gap between Michigan and the rest of the nation has been widening on a yearly basis.

From 1992 forward, as MDOT road spending shrunk, and BTW so did School funding, Michigan Aviation System Plan (MASP) spending increased, not only in funds visible to the public, but also the obscured, and the completely hidden (confidential) secret funds increased as well! Again, see latest (December 28, 2018) as Governor Snyder signs $1.3B supplemental budget bill  on his way out the door (html) that diverts new online sales tax revenue to MDOT Road Repairs instead of K-12 schools!

Aviation, while certainly important, should not be falsely funded or accomplished at the expense of the Health, Safety, and Welfare of our most vulnerable populations while cheating taxpayers and the State of Michigan out of required infrastructure to rebuild the mainstream Michigan economy! Commercial aviation is an obvious exception and is gladly supported as essential infrastructure by taxpayers!

Much of the MDOT wasted money has been spent on Special Interest and Industry Lobbyists projects including Hobby, Sport, Recreational only facilities such as Canton Plymouth Mettetal 1d2 airstrip across the entire State of Michigan!

Crain’s Detroit Business [CDB] reports even bleaker numbers: Michigan DOT spends $154 per capita vs Pennsylvania spend of $530 per capita which costs Michigan residents $865 vs $377 per capita nationally!

The Mackinac Center article How Road Funding Works in Michigan [html] [endnotes] discusses MCL Public Act 51 of 1951, commonly referred to as just “Act 51.” The State of Michigan provides a simplified explanation Summary: Act 51 of the Public Acts Of 1951, as Amended, “Act 51 Made Simple”, August 2000, [pdf].

Under existing law, Act 51 of 1951, provides 39 percent of the money available for Michigan roads each year that goes to the state Department of Transportation, 39 percent goes to county road commissions and 22 percent goes to cities and villages. Unfortunately, the money for Roads really doesn’t go where it’s needed the most.

Why Is MDOT Spending So Bad? What Exactly is MDOT Doing with Taxpayers money?

The Michigan Department of Transportation publishes MDOT Fast Facts 2018, dated January 1, 2018 (pdf) regarding transportation in general including some, but not all stats regarding Michigan Airports as MDOT seems to obscure and even hide much of it! The State of Michigan  has two hundred and fifteen (215) Non-Commercial and nineteen (19) Commercial airports. The State of Michigan outrageously and foolishly owns, supports, and props up FOUR (4) airports that cannot exist on their own, e.g. they are not economically viable much to the taxpayers chagrin!

The State of Michigan publishes Aviation in Michigan (pdf) – this is How Aviation in Michigan [really] Works, and the Michigan Aviation System Plan (MASP) 2017 (pdf), Executive Summary (pdf), by MDOT – Planning & Development (html). It is not hard to see how MDOT plans and implementations are ridiculous, absurd, and insulting to the Michigan Taxpayer, and it also shows that things have gotten completely out of hand.

The California Division of Aeronautics [html] publishes the Aviation in California: Fact Sheet, dated February 2018 (pdf). The State of California has two hundred and seventeen (217) Non-Commercial airports and twenty-six (26) Commercial airports. The State of California does NOT seem to see the need to own ANY airports!

The FAA State-County registry [html] shows that CA – 26,795 registered aircraft and that Michigan has 7,286 registered aircraft. The FAA publishes the U.S. Civil Airmen Statistics [html]. The U.S. Civil Airmen Statistics is an annual study published to meet the demands of the FAA, other government agencies, and industry. It contains detailed airmen statistics not published in other FAA reports. The latest 2017 FAA statistics are available as Microsoft  Excel .xlsx file. The latest U.S. Civil Airmen Statistics show that California has almost ~60,000 pilots, or ~11% of all pilots in the United States. Michigan has just barely over ~13,000 pilots.

Here are 2017 Pilot Stats from the Federal Aviation Administration (FAA) comparing the roughly 60,000 California pilots to Michigan’s 14,000 pilots, or roughly a 4.3 to 1 ratio showing a very disproportinate number of pilots.

Here are FAA airport and 2018 State aircraft stats showing California’s 26 Commercial airports which is 7 more Commercial airports that Michigan’s 19 Commercial airports. Of course, Commercial airports are the REAL airports that drive revenue, taxes, jobs, etc. Notice that California population is also roughly a ratio of 4 to 1, and that the number of California’s 217 Non-Commercial airports is just two more than the number of Michigan’s 215 Non-Commercial airports, showing a surprising and shocking number of similar State supported Non-Commercial airports! A true Michigan taxpayer rip-off!

BTW: Non-Commercial airports have NO commercial objective and do NOT generate any profit whatsoever, e.g. they are generally not self supporting or commercially viable without State or Federal handouts, you guessed it, paid for by the taxpayers!

Just as the number of pilots is steadily declining, so is the sale of piston engine aircraft that has steadily declined 51% from 2003 thru 2013 as shown in the following image.

Besides the 19 self-supporting Michigan Commercial airports, if Michigan had one airport for each of the 83 counties, for a State-wide total of 83 Non-Commercial airstrips, this would still be too many, as many Michigan counties have almost virtually ZERO aircraft and many communities seem to have no interest in funding or maintaining any more of these ridiculous MDOT “significant to national air transportation” resources. Non-Commercial airstrips should be paid for by the people that use them, just like golf courses!

The number of piston engine aircraft and helicopters keeps steadily declining and so does the need for Non-Commercial airstrips to accommodate their use.

The MDOT Aviation spend is insulting, embarrassing, and plain outrageous. Here is one simple, basic summary view to a large contributor to an overall MDOT mismanagement problem:

  • California 217 airports, + 26 Commercial, 59,929 pilots, ~11% of U.S. total!
  • Michigan 215 airports, + 19 Commercial, 13,774 pilots.
  • Canton Plymouth Mettetal 1d2 Hobby, Sport, Recreational airstrip receives year-round, round the clock, 365 x 24 hour constant care, including Instant snow removal, Fully Enclosed Air Conditioned John Deere Grooming Lawnmowers that rival Oakland Hills Country Club CC, a half dozen or more trucks and vehicles, an enclosed $200k+ CAT front end loader snow plow, and redundant staffing using Special Interests, Industry Lobbyists friends, family, and business associates. Many are sure there is more MDOT waste and abuse hiding around every corner just out of sight.
  • Massive conflicts of interest, abuse of power, cronyism, nepotism, favoritism, etc.
    • All buy, sell, lease, use, maintain, have personal business interests, with aircraft and helicopters that use leaded 100LL aviation fuel.
    • Rampant MDOT cronyism and nepotism, favoritism and preferential treatment
      • Special Interests & industry Lobbyists, + their friends and family
      • MDOT + their friends and family
      • Third Party Contractor + their friends and family

NOTE: These MDOT scam(s) could amount to the largest single waste of taxpayer money, millions of dollars, in the history of the State of Michigan, and it’s been hiding in plain sight all along!

Special Interests and Industry Lobbyists have infiltrated MDOT like a festering cancerous tumor destroying MDOT from within, taking advantage of the confusion, misdirection of monies, while readily taking advantage of State and Federal handouts, all while taxpayers blindly pay their way. This is all while MDOT utterly fails to protect vulnerable populations from hazard and harm, and even failing to warn the unsuspecting public at all by knowingly remaining silent (Acquiesce) to preserve MDOT Hobby, Sport, Recreational pursuits like Canton Plymouth Mettetal 1d2, across the State of Michigan, pretty selfish, unethical, and sick really.

And of course, MDOT and their Special Interests and Industry Lobbyists do not talk about required environmental remediation, e.g. cleaning up each of these Non-commercial 215 toxic lead and chemically contaminated Non-commericial airstrip sites, and the close-by schools and neighborhoods, so the airstrip properties can ever be used again by the unsuspecting Taxpayers when they eventually shut down.

And of course MDOT and their Special Interests and Industry Lobbyists never talk about the problems associated with even being near, e.g. shopping, working, living close and raising families near toxic lead and chemical contamination and poisoning.

MDOT and  their Special Interests and Industry Lobbyists only want come running in to discuss their immediate right to legally contaminate everything, let’s hope they come running back in when it’s time to clean up their contaminated mess! Taxpayers have been purposely kept in the dark for so long.

Again, it’s pretty clear that businesses are even more sensitive than ever to lead and chemical contamination of schools and neighborhoods and are very concerned with sustainability or the lack thereof for the benefit of their employees, business surroundings, and general public exposure.

Once informed with the true medical, scientific, and technological facts regarding lead poisoning at Canton Plymouth Mettetal 1d2 are exposed, NOBODY, including those in the technical community, such as librarians, teachers, engineers, police, firefighters, doctors, nurses, technicians, software developers, professors, and scientists, want to live, raise a family, work, or shop near any lead and chemical contamination and poisoning.

After all the MDOT hand waving, blustering, and plain old disinformation and misrepresentation, here are some sobering facts about Aviation in Michigan:

  • MDOT actions other than day to day operations are NOT essential for any NBAA, GAMA, IATA, or any other aviation related organization actions, activities, plans or deliverable as it relates to Aerospace & Defense industry revenue, jobs, etc.  MDOT likes to say “I know or see someone that operates an aircraft or helicopter, therefore I am part of the Aerospace & Defense industry and drive the Aerospace & Defense industry revenue, taxes, jobs etc.”, which is completely ludicrous! A bunch of phony MDOT hand waving!
  • Virtually ALL of the Aerospace & Defense revenues, taxes, jobs, companies are related to or are derived from the nineteen (19) revenue generating Commercial Airports and their related aircraft and pilots in Michigan.
  • Virtually NONE of the Aerospace & Defense revenues, taxes, jobs, or companies are related to or are derived from the two hundred and fifteen (215) Non-commercial, NON-Revenue Generating, Hobby, Sport, Recreational airstrips and their related aircraft and pilots in Michigan! Many of these Hobby, Sport, Recreational airstrips support planes that are so old you can’t even get parts any longer, and the newer Hobby, Sport, Recreational planes do not drive any jobs, business, or revenue in Michigan based on the entire minuscule number of new Part 23 aircraft sold nationwide and that are manufactured and built elsewhere. This is pretty well known in the aviation industry as well. Enter Special Interests & Industry Lobbyists.

MDOT Has Become a Special Interest and Industry Lobbyist Retirement Home

The once proud MDOT – the Michigan Department of Transportation, parts of which now appear to be a ‘retirement home’ for Special Interests and Industry Lobbyists along with their outside goals and agendas. MDOT lost its way somewhere along the path. MDOT has completely forgotten about the taxpayer and MDOTs primary purpose and goal to serve the State of Michigan population areas with a framework for organizing and managing basic mobility and transportation AND protect the taxpaying public from harm along the way.

On one hand, MDOT has replaced these basic taxpayer goals with Special Interests and Industry Lobbyist agendas even blatantly abusing MDOT political influence and State of Michgan budgets to enact laws and regulations on behalf of Special Interest and Industry Lobbyists to exert influence and set agendas that have absolutely no benefit for the taxpayer at all.

And on the other hand MDOT has chosen to ignore common sense and the medical, scientific, and technological problems of lead poisoning and has failed to protect or even warn the public. Consistently taking the wrong actions and ignoring the Financial, Health, Safety, and Well Being of Taxpayers. This isn’t a little boys or girls club, or a tiny aviation club endeavor, this IS the Michigan Department of Transportation after all!

All of these actions have zero demonstrable Return on Investment (ROI) for the State of Michigan as well, and in fact will cost more in the long run. When you see some of these actions you have to really stop and ask, “How and what does THAT MDOT Special Interest & Industry Lobbyist action really do that helps the Michigan taxpayer?”

MDOT is All About Special Interests and Industry Lobbyists Abuses Including Secret Tax Funding  . . .

Here is a great example. It is clear that the intention of this Michigan legislation is to hide the truth from taxpayers. Taxpayers can’t even see how badly we’re being ripped off! This is not only unbelievable, but it is so irresponsible and disrespectful to taxpayers! This will need help from the press, elected officials, or the use of the FOIA to get the ‘real details’ regarding the true collection and transfer of taxpayer funds. The legislation is described below.

Here is the wording of one such piece of Michigan legislation that hides the truth from taxpayers:

MI S 614 (W Schmidt) – Provides an informational reporting requirement on the storage, use and consumption of aviation fuel; requires confidential reporting on the entire amount, the amount of tax for which the taxpayer is responsible, the percentage collected on aviation fuel, the number of gallons sold at each airport and the price paid; provides that such report does not constitute a tax return; provides a penalty for failure to report; provides for deposits into the State Aeronautics Fund and the Qualified Airport Fund.

How does that help the taxpayer or the State of Michigan? There are many other gems just like this specifically tailored for Special Interests and Industry Lobbyists and certainly not the Taxpayers!

The funds from Aviation Fuel taxes and hangar rental fees do not even come close to cover the millions of dollars in costs to operate and maintain Hobby, Sport, Recreational airstrips such as Canton Plymouth Mettetal 1d2 that have anywhere from 1-6 personnel from a third party management company bilking the State of Michigan.

Fuel taxes and hangar fees don’t even come close to covering the cost of air conditioned CAT Front End Loaders valued at over ~$200,000, even in used condition, or air conditioned John Deere Grooming Tractor Lawn Mowers that rival Oakland Hills Country Club CC, and at least a half dozen trucks and other vehicles, machines, and other tools hidden in the Mettetal hangar.

MDOT Hires Hostile Third Party Contractors to Run Canton Plymouth Mettetal 1d2 airstrip to Maintain Negative Status Quo

Hints of MDOT hostility are legendary and whispered in the hallways of every corner of the State. Some people are sure that hordes of taxpayers would come forward with stories to tell about MDOT related abuse of one kind or another if some public notice was published. But, of course many simply give up and “move along” as we all know too well “You can’t fight city hall.”

As our Politicians with Two year or Four year terms cycle in and out of our pool of elected officials in Lansing, some MDOT departments contain many so-called “Lifers”, that is “Life Time” employees that learn the ropes and how to manipulate the system, and patiently wait out elected officials to get their way to accomplish and implement Special Interest or Industry Lobbyist agendas. Ask any politician, past or present, that has come up against MDOT and that you think would provide an honest “off the record” answer. I don’t think that anyone will be surprised at all by any of the answers received. It is almost an accepted fact!

The point is that there are “no checks and balances” in place that work and are effective to protect the taxpayers interests from further MDOT bureaucratic abuse in its current incantation.

The third-party contractor selected by State of Michigan DOT continues to run and execute the functions and operation of State of Michigan owned hobby/sport/recreational Canton-Plymouth Mettetal 1d2 airstrip as their own personal “for profit” business and as if the airstrip is a private enterprise on private property serving only the needs of a select group of a few well-off private individuals instead of a State of Michigan owned public airport on public property.

The third-party contractor has employed hostile bullying via age discrimination, physical intimidation, and harassment. The close1d2.org  attorney advised the close1d2.org team to refrain from going on this public airport property as the only recourse to protect themselves at this State of Michigan owned public facility. Several incidents were reported months ago to an MDOT Administration Representative, that took no notes, provided no follow up, no phone calls, no emails, and there were no repercussions.

In fact the third-party contractor was paid to work on his own and other aircraft by MDOT – the  State of Michigan Department of Transportation, well after the incidents were reported!

MDOT hosts an ‘Old School’ adversarial Special Interest and Industry Lobbyist hostile environment, and has created, nurtured, and encouraged third party contractors, Special Interests and Industry Lobbyists and participants at Canton Plymouth Mettetal 1d2 to preserve MDOTs hostile status quo. There has NEVER been ANY effort to coexist with the community at all. You can see some of the hostile comments towards the community and verbal bullying of Moms on the unofficial Facebook page and Google Review Page (on the upper right hand side). However much content has been deleted recently on both pages. More will be posted on this soon.

Ask anyone that has gone to Canton Plymouth Mettetal 1d2 to have a conversation with anyone of authority. It is virtually impossible to find any taxpayer that has succeeded to have even an adult conversation with Canton Plymouth Mettetal 1d2 third party contractors or MDOT administrators over the last 5 years. Of course, this is by design to chase off onlookers, as MDOT can’t be bothered with details! Many, perhaps most, if not all, of these Special Interests and Industry Lobbyist activities are ‘commercial’ or revenue generating interests and business concerns even if they are labled ‘non-profit’.

Lead poisoning from piston engine aircraft and helicopters using 100LL leaded aviation fuel is common knowledge and is well known in the aviation industry for almost a decade. The MDOT – the State of Michigan Department of Transportation, and the MDOT Subject Matter Experts (SMEs) that have knowledge of lead poisoning from 100LL leaded aviation fuel have done absolutely nothing (Acquiesce) to protect the protect the health, safety, and welfare of babies, young children, students, families, nursing and pregnant mothers, retired and elderly at the many local assisted care living and rehabilitation facilities.

Even the FAA, local and non-local, have stated “off the record”, that this is by far the most arrogant, hostile group, this includes MDOT – the State of Michigan Department of Transportation, their selected third-party contractors, Special Interests and Industry Lobbyists, and participants at the Canton Plymouth Mettetal 1d2 airstrip that the FAA has encountered anywhere!

The local FAA FSDO is literally helpless to do anything at 1d2 Canton Plymouth Mettetal airstrip other than conduct an optional Safety Class that everyone at Canton Plymouth Mettetal 1d2 laughs at openly.  Even if taxpayers eye-witness safety infractions and submit images it is impossible to get the FAA, the State of Michigan, or Wayne County to do anything about MDOT!

MDEQ and MDHHS Child Lead Exposure Elimination Commission are the recognized SMEs (Subject Matter Experts) and unfortunately have gained deep knowledge and experience garnered thru real life experience related to the tragic Flint Lead Poisoning Debacle. Firstly, these departments are objective, and secondly, they possess the requisite expertise, knowledge, and experience to administer and oversee Lead Poisoning at Canton Plymouth Mettetal 1d2 with or without EPA involvement, monitor progress, analyze results, evaluate options, and objectively report back to the public at large.

NOTE: these ‘clean up’ problems are common knowledge and are well known in the aviation industry for over a decade!

Environmental remediation deals with the removal of pollution or contaminants from environmental media such as soil, groundwater, sediment, or surface water for the general protection of human health and the environment or from a brownfield (contaminated) site intended for redevelopment. The United States Environmental Protection Agency publishes the Report on the Environment (ROE) major that discusses the major indicators used as simple measures to track the state of the environment and human health over time to measure and evaluate contaminated sites such as Canton Plymouth Mettetal 1d2.

The Canton Plymouth Mettetal 1d2 State of Michigan purchase allowed the many MDOT subject matter experts (SMEs) with the knowledge of the dangers of leaded 100LL aviation fuel and the extreme Canton Plymouth Mettetal 1d2 contamination to acquiesce since the 1d2 purchase.

Again, oddly enough, several MDOT – the State of Michigan Department of Transportation employees, their friends, and families live very close by, almost all own, sell, maintain, or use piston engine aircraft and helicopters using leaded 100LL aviation fuel all while many serve and support, in some cases multiple, special interests and industry lobbyist activities either directly or indirectly, go figure?

Additionally, the third-party contractor is reported to have stated to Canton Township officials that “airports are like golf courses, people deserve a choice, there’s no problem with Lead Poisoning here, as there are risks to everything!”

Ok, if that’s true, then people should pay for their own golf courses, oh, wait a minute they already do, so shouldn’t people also pay for their own Hobby, Sport, Recreational airstrips, go figure?

Canton Plymouth Mettetal 1d2 Was Never Needed or Required by Anyone Except MDOT

Is Canton Plymouth Mettetal 1d2 Critical Infrastructure at the County, State or Federal level? No. Not Really! Never Has Been! And never will be!

Historically, and still today, as of 2019, there should be the realization by most that Canton Plymouth Mettetal 1d2 has never been considered ‘critical infrastructure’ in any terms, regarding revenue, jobs, taxes, or anything else contributed back to the community, period. Except if you ask MDOT, Special Interests, or Industry Lobbyists.

The Canton Observer article stated that the Canton Plymouth Mettetal 1d2 airport, at Lilley and Joy roads in Canton, is classified as a Reliever airport for Metropolitan Detroit Airport (DTW), but that Wayne County doesn’t place any emphasis on that roll at all.

Mike Duggan, then deputy Wayne County executive stated “As far as we’re concerned it doesn’t make a difference.” Duggan goes on to say that “As a matter of air traffic, it is not important to the county.” He also stated that “It’s not a county issue. If this issue is tearing apart people, that airport isn’t worth it.”

Canton Township officials at the time agreed, including Supervisor Tom Yack who contended that it’s unwise to use tax dollars to maintain a recreational airport.

The PCCS schools’ legislative liaison, estimated that the if 26 industrial sites were located at 1d2, the total tax benefit would be almost a half million dollars. Less abatement of 50 percent, revenue would be a quarter million dollars. That revenue at the time would allow the school district to hire nine teachers without adding one child. Plymouth-Canton School Board members noted that that if Canton Plymouth Mettetal 1d2 is State owned it is NOT in the tax base any longer. An MDOT con job and complete ripoff at the time.

The article State may help save City Airport published by Crain’s Detroit Business, discusses the fact that the State of Michigan took ownership of two failing general aviation facilities — Romeo State Airport and Canton Plymouth Mettetal 1d2 Airport in Canton Township — and contracted management of them to private companies. “The state would rather not own airports,” Michigan’s top public aviation official Mike Trout said.

It is still crystal clear that Canton Plymouth Mettetal 1d2 is a waste of tax payer dollars drained from any source, and is now an almost 25 year old failed experiment. The taxpayer waste reinforces the fact that Canton Plymouth Mettetal 1d2 was never critical, is no longer needed or wanted in the community, is not and never has been considered critical infrastructure or economically viable except by MDOT employees, third party contractors, and Special Interest and Industry Lobbyists.

AviationPros Reports That MDOT – The Michigan Department of Transportation Owns Four Small Airports That Nobody Wants, Period, 2005

In AviationPros article Mich. Dept. of Transportation to Hand Over Airport to County (html), states that MDOT owns four small airports, but has not had formal talks about transferring ownership of any of them. In at least one case, talks would appear to be a waste of breath. Canton Township Clerk Terry Bennett, who serves on the advisory board for Canton-Plymouth-Mettetal Airport, said “We would prefer not to have the airport in Canton, period.” And goes on to say “If the state wants out of the airport business, there’s probably a reason for it.” This has not been a secret to anyone in the area for almost 20 years!

MDOT Laughing Stock of the Entire Nation – Canton Plymouth Mettetal 1d2 is Nations Only Tier 1 Reliever Airport with a Propane Barbecue 35ft from 100LL Fuel Tank. Send in the MDOT Clowns!

Just when you thought that things could not get any more ridiculous, absurd, and plain dangerous you see this is, Canton Plymouth Mettetal 1d2 is the entire Nations only, e.g. the only Tier 1 Reliever Airport, in the entire FAA National Plan of Integrated Airport Systems (NPIAS) with a Propane Barbecue 35ft from 100LL Fuel Pump and the enormous 100LL leaded aviation fuel supply underground storage tank (UST)!

Reliever airports are typically high capacity general aviation airports in major metropolitan areas. These specialized airports provide pilots with practical alternatives to using the congested hub airports, but are not required. There are roughly ~260 reliever airports that average ~228 based aircraft and together account for almost ~30 percent of the entire United States general aviation fleet.

MDOT Canton Plymouth Mettetal 1d2 Has Never Met Basic U.S. Department of Housing and Urban Development (HUD) Safety Requirements to Protect the Public!

Just thinking about a propane barbecue 35 feet from the storage tanks would scare most parents away. Very basic U.S. Department of Housing and Urban Development (HUD)[USA.gov][wikipedia] standards will not allow a structure to be located closer than 150 feet to a bulk fuel storage tank. More restrictive standards have been established for buildings that involve open areas where people will be gathering outdoors. This safe distance is referred to as the “Acceptable Separation Distance” or ASD. The Acceptable Separation Distance Guidebook (pdf) by the Office of Community and Development, Environmental Planning Division provides more details. Other Explosive and Flammable Facilities are discussed on the  HUD Exchange, as other Site Contamination (HUD).

There are two main standards concerning the “Acceptable Separation Distance” or ASD, namely Thermal Radiation and Blast Overpressure.

To protect people in outside areas, open spaces, like parks, recreation areas, where people congregate, HUD established the thermal radiation standard of 450 BTU/ft sq. hr for people that would be exposed to flammable fuels and liquids. This would apply to covered outdoor area on the rear of the 1d2 terminal building for protection of people in outside congregation area.

Blast over pressure can produce harm to people or destroy buildings if this pressure is higher than 0.5 psi.

To recap the established safe minimums are:

  • Thermal Radiation
    • Buildings – 10,000 BTU/Ft.sq Hr
    • People – 450 BTU/Ft. sq Hr.
  • Blast Overpressure
    • Buildings – 0.5 PSI

The Canton Plymouth Mettetal 1d2 terminal building is old, dilapidated, and built so long ago that it does NOT appear to meet any acceptable safe building standards for the protection of the public:

  • 1d2 terminal building does NOT appear to have an “Acceptable Separation Distance”
    • Thermal Radiation for buildings at 10,000 BTU/Ft.sq Hr.
    • Thermal Radiation for people at 450 BTU/Ft. sq Hr
  • 1d2 Terminal building does NOT appear to have “Acceptable Separation Distance”

I don’t even think that you can refer to the building as a terminal, it is more like an old garage with a bathroom from the 50s. The so called terminal building is a real and imminent danger that people at the airport, surrounding businesses, and Schools may not be aware with respect to the HUD guidelines, regulations, and restrictions that puts lives in jeopardy.

U.S. Department of Housing and Urban Development also has a guide for sites and structures that could have environmental risks. The Guidance addresses the most common, but not all, environmental site contamination problems such as:

  • Toxic/Hazardous Waste, e.g. Ethyl Bromide, etc.
  • Underground Storage Tanks (USTs)
  • Lead contamination
  • etc.

The guide does not replace HUD required Environmental Assessments (EA); environmental review or analysis; or Phase I Environmental Site Assessments (ESA) or Phase II ESAs. It is a complementary/supplementary analysis that enables the user to understand more fully the possible risks and costs associated with a contaminated site or structure.

The guide Choosing an Environmentally Safe Site (pdf) discusses decisions regarding contaminated land that can be complex, costly, and time consuming. Therefore, it is essential that potential contamination issues concerning a site/property are identified as early as possible. HUD offers environmental requirements, guidance and worksheets (HUD) as well as guidance from HUD Office of Lead Hazard Control and Healthy Homes (OLHCHH) Department.

MDOT Places Public Safety in Jeopardy Using Unqualified Personnel to Run Canton Plymouth Mettetal 1d2

Additionally, it’s not clear that the third party contractor running the 1d2 Canton Plymouth Mettetal airstrip has the required qualifications let alone the appropriate ‘public facing’ disposition to perform the many complex duties to protect the local Schools, neighborhoods, and community from harm.

Required qualifications would include the appropriate training and permits to adequately and safely maintain a complex airport scenario involving many different types of dangerous equipment and skills. The surrounding communities assume that the airport is safe, but many have valid doubts and questions around third party contractor companies cutting corners to raise profit margins using unskilled, unqualified labor.

For example, the Michigan Department of Licensing and Regulation (LARA) Storage Tank Division requires Underground Storage Tank (UST) Owner/Operator Training and Certification (Class A, B and C Operators) (FAQ)  to be compliant with operation of State of Michigan owned Leaded 100LL aviation fuel UST. The State of Michigan LARA UST program includes regulatory activities and oversight of the design, construction, installation, operation and maintenance of underground storage tanks.

Canton Plymouth Mettetal 1d2 is such an MDOT joke, it’s also not clear if third party contractor has any LARA training and certification and appropriate LARA equipment operator permit to run heavy equipment such as a CAT Front End Loader. CAT Front End Loaders with air conditioned cabs, stereo, air-ride captain’s chair etc. similar to the one at 1d2 Canton Plymouth Mettetal can cost upwards of $200,000+ even in used condition.

To become a Heavy Equipment Operator (Operating Engineer) and operate for example bulldozers, front end loaders, rollers, and backhoes, the International Union of Operating Engineers (IUOE) requires three to four years of apprentice training, including on-the-job, field and classroom training, and certification. It is not even clear that the third party contractor has a State of Michigan Commercial Drivers License (CDL) to operate commercial vehicles on the premises.

The Michigan Civil Service Commission (MiCSC) [wikipedia] lists Job Specifications, and supplies a basic description and minimal qualifications for an Equipment Operator.

Again, taxpayers can’t even get pot holes filled in correctly and the Canton Plymouth Mettetal 1d2 get regular paving and maintenance for  less than seven dozen hangar renters. This is absolutely a complete waste of taxpayer money to have top of line equipment of this magnitude for several dozen people at 1d2 Canton Plymouth Mettetal airstrip. HAZMAT regulation training & certification, developing emergency plans for handling of emergency situations, working with surrounding local municipalities, etc. hasn’t even been mentioned here, these are just a sampling of the growing list of emerging missing qualifications that MDOT does not seem to consider important to protect the public.

MDOT Places Public Safety in Jeopardy Allowing Helicopter and Experimental Amateur Built (E-AB) Aircraft Test Flights and HAZMAT Flights Over Schools and Densely Populated Neighborhoods

As the Plymouth, Canton, and the surrounding community’s population density greatly increased to today’s current levels, NO changes have ever been made or even suggested by MDOT to Canton Plymouth Mettetal 1d2 operations or activities in densely populated neighborhoods over many schools based on Experimental Amateur Built (E-AB) helicopter and aircraft activities including:

  • Experimental Amateur Built (E-AB) activity, including all phases of design, testing, validation, and certification, for one of the most dangerous and risky types of aircraft flights, including E-AB helicopters, especially over schools!
  • Helicopter HAZMAT flights.
  • Helicopter  E-AB certificates resulting in E-AB flights over schools.
  • Helicopter non-revenue flights, one of the most dangerous and risky types of helicopter flights, including the most dangerous post-maintenance test flights (FAA) which are expressly FORBIDDEN by the FAA FAR 91.305 over schools and densely populated neighborhoods, period.

Experimental Amateur Built (E-AB) safety record is horrific!

Canton Plymouth Mettetal 1d2 Experimental Amateur Built (E-AB) Flight Testing Has Never Met FAA Suggested Safe Minimums.

The FAA Amateur-Built Aircraft and Ultralight Flight Testing Handbook (pdf), Advisory Circular, Date: 4/27/15, AC No: 90-89B Initiated by: AFS-350 states that:

  • For all major changes operations must be conducted under day visual flight rules (VFR) in a sparsely populated The aircraft mustremain in flight test mode for a minimum of 5 hours [this amounts to multiple days/weeks, and multiple flights].
  • Avoid airports in densely populatedor developed areasand those with high rates of air traffic.
  • The ideal runway at sea-level elevation should be at least 4,000 feet long and 100 feet wide. For each 1,000-foot increase in field elevation, add 500 feet to the runway length. If testing a high-performance aircraft, the airport’s runway at sea level should be more than 6,000 feet long and 150 feet wide for a wider margin of safety. Canton Plymouth Mettetal 1d2 is only a tiny 2303 feet x 75 feet, what a joke!
  • Take additional instruction in similar TC’d aircraft, AC 90-109, Airmen Transition Experimental or Unfamiliar Airplanes (pdf). FAA, local and elsewhere, have stated off the record that there is little to no communication re E-AB and Helicopter comings and goings at 1d2 and that the local FAA FSDO, are mostly left in the dark, and have little or no involvement, control or regulation enforcement over Canton Plymouth Mettetal 1d2.

Note: there are no other Experimental Amateur Built (E-AB) test areas or Private Executive Heliport, Helicopter Sales/Demo Office, & Industrial Helicopter MROs located in densely populated neighborhoods flying over many schools in the State of Michigan or even across the entire United States. Canton Plymouth Mettetal 1d2 is an extremely small undersized ~63 acre airstrip, certainly among one of the smallest in Michigan.

Additionally, MDOT has NOT made or suggested ANY changes to Canton Plymouth Mettetal 1d2 operations, activities, or funding:

  • To protect the Health, Safety and Welfare of babies, young children, students, families, nursing & pregnant mothers, retired & elderly at the many local assisted care living & rehabilitation facilities from Lead poisoning from Leaded 100LL aviation fuel, which is common knowledge and is well known in the aviation industry for over a decade.
  • Even though financial considerations are second to the Health, Safety, and Welfare of the community, it should be noted that MDOT did NOT make any efforts to reduce budgets or move activity elsewhere based on decreasing pilot numbers and aircraft numbers, trends well known and common knowledge reported by GAMA, NBAA, MBAA, Garmin, MIT, Embry-Riddle, and major aerospace OEMs, etc. well over five years ago. This is considered the most basic and common business practice in any industry to understand the market and demand for forecasting, budgeting, etc.

The Section MDOT MASP 2017 Scam describes the details regarding how MDOT justifies supporting Non-Commercial Hobby, Sport, Recreational airstrips such as Canton Plymouth Mettetal 1d2 with phony, stats, estimates, and bloated budgets from completely biased, subjective and partial sources with many conflicts of interest. The MASP ARC and the associated facility goals reflect what MDOT Office of Aeronautics (AERO) believes is the appropriate level of development to support each system goal, and is not a justification for individual airports to require funding to meet their MASP ARC designations and associated facility goals.

Unfortunately for taxpayers, MDOT DOES pursue funding to match their MASP ARC code and facility development goals, otherwise Canton Plymouth Mettetal 1d2 would have disappeared a long time ago. As a second example  December 8, 2017 brought news that a Two-hotel Marriott complex , a Marriot [Aloft] [pdf] [development] plus a Marriott Residence Inn [RI] [pfd] [pdf] [development] could replace a longtime Plymouth Township eyesore. The Plymouth Township Supervisor, Kurt Heise, stated he was encouraged the Marriott Hotel company would replace a “shabby” area that “gives a bad image to people coming into the community.”

Very shortly thereafter, the development plans for a Marriott Hotel complex, once seen as a way to revive a dilapidated gateway to Plymouth Township, were scrapped, officials say. The plans were doomed by March 20, 2018 when it was announced that Marriott Hotel plans were dropped for the key Plymouth Township site.

A Vice President of Thomas Duke Co., who had been handling real estate matters, and has many other unutilized properties in the area, said Marriott apparently was looking to build in an area that has more of a downtown feel with high-end retailers.

Many believe the problem was that when Marriott realized the proximity of the Ann Arbor Road and I-275 property site to the Canton Plymouth Mettetal 1d2 airport which is only about 1,280 m (~4,200 ft, 1.3 km) to the corner of the old Steak and Ale and Bennigan’s restaurant site. MDOT and Aviation Workforce Demand Has Nothing to Do With the Future of Michigan and Never Has

While Commercial aviation provides taxes, freight, revenue, jobs, passengers, Non-Commercial Hobby, Sport, Recreational airstrips, which appears to be a major MDOT focus, provides and has nothing to do with the future of Michigan, and required infrastructure, jobs, revenue, etc.

For example, an NC Machinist that makes precision ball screws for the Aerospace and Defense industry such as Boeing, Honda Jet, Bombardier, Airbus, etc. is NOT even remotely related to anything actions MDOT performs, plans, influences, budgets, training, industry support, or anything else, there is absolutely NO connection to MDOT period!

None of the MDOT discussed aviation jobs, such as Airline Pilot, but also Aircraft Dispatcher, Air Traffic Controller, Aviation Maintenance Technician, and Flight Attendant  drive any significant jobs, taxes, or revenue for the entire SoM , nothing! None of this jobs even appear in the stats from SEMCOG, or other State of Michigan Agencies.

For Detroit, Ann Arbor, SE MI, and the SoM to move forward we need high-tech discussed and enumerated in the Section Michigan Jobs, which are essential to the continued recovery of Detroit, Ann Arbor, Southeast Michigan, and the Entire State. None of the MDOT discussed jobs are critical to the economic recovery anywhere in Michigan at all.

MDOT Scams Rip Off Taxpayers, Hurts Schools, Students, Communities, and the State of Michigan

These continued MDOT Scams Represent the single largest waste of taxpayers money in the history of Michigan.

Children are being poisoned with lead, roads are crumbling, and millions of dollars have been and continue to spent to for ~215 Non-Commercial Hobby, Sport, Recreational airstrips, with less than 7,500 aircraft in the entire state of Michigan, a majority of which are Hobby, Sport, and Recreational, all paid for by unwitting taxpayers.

Just barely one tenth of one percent, .14%, of the population cares about the 215 Non-Commercial MDOT supported airstrips, the other 99.86%, or almost 10 Million residents of Michigan could care less, are sick of paying for MDOT waste, and want healthy schools and communities without lead and chemical contamination & poisoning, and better roads and infrastructure to create lasting jobs.

Michigan Airport Capital Improvement Plans continually exceeds budgets annually, leaving a significant yearly shortfalls every single year! This is really how Aviation in Michigan operates, it’s quite a scam and taxpayers are completely helpless!

The report states: “Even with federal assistance, local communities continually struggle to maintain and improve airfield pavements, navigation and weather systems; purchase snow removal and firefighting equipment; develop facilities; and maintain their airports. The need identified by the airports and reflected in the Michigan Airport Capital Improvement Plan exceeds $160 million annually, leaving a significant yearly shortfall.” MDOT forces local communities to do their bidding whether they want to participate or not!

MDOT does all this hand waving about economic impact of aviation Michigan, in fact almost 100% of the economic impact is generated by 19 airports that handle passengers and cargo. The remaining airports are for Non-commercial Hobby, Sport, and Recreational purposes only and most if not all operate at a loss per Aviation in Michigan document. People that use these facilities should pay for these facilities via  E-ZPass Group, period! NOT non-flying taxpayers that could care less and just want healthier schools, neighborhoods, communities, and better roads!

Allocation of Airport funds for hobby, sport, recreational use is based on manipulated statistics and estimates NOT on actual usage. It’s well known in the aviation industry that actual usage, participants, and participation has fallen 30-35% and continues to fall, especially in hard hit areas like Wayne County! All of this wasted money on hobby, sport, recreational airports could be better spent on basic necesseties such as Schools and Roads!

The State Michigan Airport System Plan (MASP) 2008 conclusion was that by extending the service area coverage (driving time) to 60 minutes [as FAA NPIAS 2017-2021 does] rather than 45 minutes, virtually ALL Michigan residents, e.g. 100%, would have access to an airport based on existing infrastructure. Since 2008 there is greatly reduced demand and a huge glut of excess aviation capacity.

In 2008 Michigan had ~235 public-use airports, 129 (55 percent) are publicly owned and 106 (45 percent) are privately owned. 11 years later and Michigan still ridiculously has almost as many Non-Commercial airport as California!

Additionally, it should be clear that Canton Plymouth Mettetal 1d2 is not and has never been relevant as a sustainable, community compatible, environmentally friendly, long-term transportation resource in densely populated neighborhoods close to many schools.

MDOT Lead Poisoning and Proximate Cause

In law, a Proximate Cause is an event sufficiently related to an injury that the courts deem the event to be the cause of that injury. A proximate cause is one that is legally sufficient to result in liability. It is an act or omission that is considered in law to result in a consequence, so that liability can be imposed on the actor. It is the negligence that directly produces an event.

The law of negligence covers a person’s omission to act, or acquiesce. Negligence generally consists of five elements, including the following:

  1. a duty of care owed by the defendant to the plaintiff;
  2. a breach of that duty;
  3. an actual causal connection between the defendant’s conduct and the resulting harm;
  4. proximate cause, which relates to whether the harm was foreseeable;

In some instances, a statute or other law may define specific duties, such as the duty of a person to rescue another. Professionals, such as doctors, lawyers, politicians, or government employees, especially subject Matter Experts or SMEs in their field of speciality, are also required to uphold a standard of care expected in their profession. When a professional fails to uphold such a standard of care, the professional may be liable for malpractice, which is based on the law of negligence.

Employees of the State of Michigan that are aviation SMEs failed their duty to rescue the general public from Lead Poisoning. Lead Poisoning is a foreseeable type of harm, it is well known and is common knowledge in the aviation industry for almost a decade. BTW: negligence liability would also include elected officials, past and present.

Just as the previous Attorney General Bill Schuette Charges Six More in Flint Lead Poisoning Debacle, the charges which are a result of actions taken by State of Michigan officials that contributed to the Flint Lead Poisoning Debacle by withholding vital information (acquiesce) from the public about ongoing Lead Poisoning of Schools and the Community.

It’s time to start holding MDOT Officials accountable, via Proximate Cause, as MDOT SMEs and officials have been and continue to actively withhold vital information from the public about ongoing lead and chemical contamination and poisoning of the PCCS Schools and Plymouth Canton Community for well over a decade. MDOTs Past Dooms It’s Present, and Michigan’s Future with Continued Special Interest and Industry Lobbyists Goals, Agendas, and Hostility

Secondly, it is not at all clear how taxpayers or other State of Michigan Departments can protect themselves from the vindictive Stranglehold of the MDOT  Bureaucracy – the Michigan Department of Transportation, its employees, contractors, consultants, Special Interests, and Industry Lobbyists, including all of their friends and family? Is this even possible? There are no MDOT “checks and balances” anywhere.

New Michigan Governor for 2019 Gretchen Whitmer Signs First Executive Directive January 2, 2019, Executive Directive 2019 – 01 (PressRelease) (html) (pdf) [Ethics], to Protect Public Health, Safety and Welfare of all Michigan residents to ensure any imminent threat to public health, safety or welfare is immediately reported, assessed, and investigated by department employees, department directors, and agency heads.

Whitmer acting pursuant to Article 5, § 1 and § 8 of the Michigan Constitution of 1963 (html) [Wikipedia] [history] directed that all State of Michigan public servants be held to the highest standards of conduct and be held accountable for the Health, Safety, & Welfare, of the general public in Michigan.

Signing the Executive Directive 2019 – 01 was done in an effort to reassure citizens that they DO have protections under the law if they believe there are threats to public Health, Safety, and Welfare. Reporting results to the Governor’s Chief Compliance Officer (CCO) – Corina Peña Andorfer, attorney and former Chief Compliance Officer at the Michigan State Housing Development Authority (MSHDA) (html) (MCL) (Rules pdf), is mandatory.

State employees [and taxpayers] are reminded of applicable protections under The Whistle blowers’ Protection Act, MCL 15.361 to 15.369 (html), and §§ 2-10 of the rules of the Michigan Civil Service Commission, Civil Service Rules, as of January 1, 2016 (pdf). State and Federal Guidelines to Protect Against MDOT Bureaucracy

There are many Federal and State guidelines regarding violations of anti-discrimination and whistleblower laws that are meant to protect taxpaying citizens, some are commonly referred to as “No Fear Act Notices” or  “Whistleblower Protection Laws” or other Discrimination protection regulations. These guidelines are meant to equally protect taxpaying citizens from hostile actions for any reason including but not limited to disclosure of information by that individual that is reasonably believed to demonstrate, show, highlight, or even suggest:

  • gross mismanagement;
  • gross waste of funds;

  • abuse of authority;
  • evidence of violations of law, rule or regulation;
  • ORa substantial and specific danger to public, health, safety, and-or welfare

These guidelines are also meant to help protect taxpaying citizens from:

  • denial of entry;
  • denial of service provision;
  • denial of access to resources;

for any reason including but not limited to a person’s age, among many other reasons.

State of Michigan Guidelines to Protect Against MDOT Bureaucracy

The Michigan Civil Rights Commission (MCRC) was established to identify and eliminate unlawful discrimination to protect Michigan citizens civil rights guaranteed by law. Michigan law prohibits discrimination in employment, education, housing, public accommodations, and public service, based on unlawful consideration of religion, race, color, national origin, arrest record, genetic information, sex, age, height, weight, marital status and disability.

Michigan Citizens Rights to Public Service or Public Accommodation

A complaint may be filed if, because of religion, race, color, national origin, age, sex, marital status, or disability, a person has been:

  • Denied admission privileges, or equal use of facilities, in places made available to the public.
  • Subjected to unequal treatment.
  • Denied goods, services, or advantages on an equal basis by a public facility, department, agency, board or commission, owned, or operated, managed, or licensed by the state, a political subdivision, or an agency thereof, including law enforcement agencies, or a tax exempt private agency established to provide services to the public.
  • Bullying, Intimidation, Harassment, Hostile environment.

BTW: Michigan is one of the few states that does NOT have and is not actively pursuing a Healthy Workplace Bill whereby bullying targets who can prove they were subjected to malicious, health-harming behavior. However, the Michigan Department of Licensing and Regulatory Affairs does address Discriminatory Harassment, and states:

Michigan citizens and taxpayers are protected by the Elliott-Larsen Civil Rights Act #453, Public Acts of 1976 [MCL] [MCL pdf] [MI Bar pdf] [Wikipedia], as amended. Also, per Chapter 9 of the Michigan Civil Service Rules, January 1, 2016 (pdf) [MCL], discriminatory harassment means unwelcome advances, requests for favors, and other verbal or physical conduct or communication based on religion, race, color, national origin, age, sex, sexual orientation, height, weight, marital status, partisan considerations, disability, or genetic information under any conditions that facilitateorcontribute to creating an intimidating, hostile, or offensive environment.

What is Michigan Department of Transportation (MDOTs) Nefarious Role?

It should be noted that MDOT – The Michigan Department of Transportation, as a State of Michigan department, has a duty to every taxpayer to investigate allegations of harassment, discrimination, intimidation, or bullying the State becomes aware of, even if a complainant does not wish the State to conduct a formal investigation.

MDOT – the Michigan Department of Transportation continues to display very disappointing patterns of behavior towards taxpayers with no end in sight. The State of Michigan has NOT investigated MDOT’s repeated patterns of behavior or what seems to be MDOTs now typical modus operandi, e.g. to maintain the ‘status quo’ via hostility.

Nobody at the State of Michigan keeps track of or logs MDOT complaints, most of all MDOT doesn’t log or report any of their own complaints or problems. This could easily be defined as MDOTs nefarious role, to preserve their hostile  ‘status quo’ via silence (acquiesce). Remember this IS an official State of Michigan Agency, not some minor aviation club or a group of private citizens protecting their Hobby, Sport, Recreational activities, this IS the Michigan Department of Transportation we’re talking about!

    • When asked about budgets an MDOT administrator, leaned forward glaring and bellowing “What do you care, the feds [FAA] are paying for it!”
  • Abuse of authority;
    • Multiple conflicts of interest; buy, sell, lease, use, maintain, have personal business, commercial, or revenue generating interest(s), etc.
    • Rampant favoritism, cronyism & nepotism, hiring, committees, studies, appointments, etc.;
    • Many Special Interest & Industry Lobbyist specific topics, direction, regulations;
    • Michigan State Police (MSP) Aviation Unit helicopter logs, most likely show pattern of private pick-up – drop-offs at Canton Plymouth Mettetal 1d2, week days, nights, and weekends, more scandal, need FOIA.
  • Bullying, harassment, discrimination, creating a hostile environment for citizens over last 20 years, ask anyone in the surrounding neighborhoods!
    • Ignore reported physical intimidation, harassment, discrimination.
    • MDOT administrator email taunting, mocking FAA and citizen efforts.

    • MDOT Contractor(s) and other MDOT representatives misrepresent and hide lead poisoning facts, e.g. to Canton Township Officials, County Officials, and the rest of the State of Michigan.

MDOT has betrayed the ”public trust”, actively engaging in cronyism, nepotism, favoritism, harassment, discrimination, physically intimidation, “mismanagement, misuse of position, and disregard” for hiring and third-party contracting rules that perpetuate the appearance that MDOT employees are subject to different standards of conduct than other State of Michigan employees or other workers or even taxpaying citizens in the State of Michigan.

Again, it’s interesting to note, that there does not seem to be ANY objective taxpayer voice period. All are friends or family of MDOT employee(s), MDOT third party consultant(s) or MDOT third party contractor(s), and not only have friends or family that belong to one or more Special Interests or Industry Lobbyists, but are member(s) themselves.

All buy, sell, lease, use, maintain, have personal business, commercial, or revenue generating interest(s), with aircraft and helicopters, many that use leaded 100LL aviation fuel, and do NOT seem to prioritize the Health, Safety, and Welfare of the schools and community at all, go figure.

Some of us, have worked with Aerospace & Defense OEMs and companies, contractors, and suppliers, and many government agencies, both foreign and domestic, and we have come to the conclusion that some of the MDOT Bureaucracy related contacts have been some of the most amateur, immature, arrogant, hostile, public facing behavior we have seen in over 25 years! And this is right in our own backyards!

It’s time to protect schools and children from lead and chemical contamination and poisoning and shut down Canton Plymouth Mettetal 1d2 and then perform a full State of Michigan level review, reorganization, and a purge of hostile MDOT employees, third party contractors, and Special Interests and Industry Lobbyists from MDOT by our Elected Officials, including the Governor, Attorney General, and other State of Michigan Departments to guarantee a healthy future for Michigan!

MDOT seems to need help to focus on providing the State of Michigan population areas with a framework for organizing and managing basic mobility and transportation AND protect the taxpaying public from harm along the way, NOT duplicating Special Interests & Industry Lobbyists agendas because they have a captive audience, the taxpayers.
